Scott Baxter is a CDMA2000 network and RF performance consultant and trainer. Consulting continuously since 1995, he has delivered CDMA training and performance optimization services in 40 US states, 5 Canadian provinces, and eleven other countries around the world. His offices are in Nashville, Tennessee.
Coming to wireless in 1987, Scott was first an RF Engineer, then regional Engineering Manager, for BellSouth Mobility. He then served as national RF Engineering Manager for Contel Cellular. In the merged GTE/Contel he continued as Manager, Network Systems for the South region. He later moved to Nortel, managing Global RF Engineering and Performance Support, until starting his own consulting practice. This extensive experience has given Scott a thorough understanding of the job functions and relevant skills at every level in wireless operators, and is reflected in the focus of his courses.
Constantly active with the latest professional CDMA optimization tools in-house, Scott has gained thorough familiarity with IS-95 and CDMA2000 call processing from RF, call event, and data protocol perspectives. He is regularly exposed to equipment of each major network manufacturer, as currently configured in many operators’ networks. He is constantly analyzing system statistics and drive-test data in his consulting. He also enjoys reviewing interesting problems which are often sent to him for informal analysis and advice.
His more advanced optimization classes include live in-class analysis of actual captured call examples. Case studies may include new local client-collected problem data, as well as classical anomalies from Scott’s extensive drive-test “chamber of horrors” collected in many different environments.
Scott’s current work is divided roughly equally among CDMA operators, network manufacturers, and test equipment manufacturers. This broad exposure across the industry gives him a unique perspective of the current state of the CDMA art, and the many issues CDMA operators must successfully solve to achieve optimal performance and capacity in CDMA2000.
Scott is an entertaining speaker who can convey serious technical concepts in an easy-to-absorb style. He has spoken at various industry forums including several Nortel User’s Group meetings. However, most of his time is spent with smaller groups of engineers and technicians where the sessions may include both classical training and “coaching” with problem-solving interaction.
